This figure is the same as Item Number 81559 "FRODO with Sword-Attack Action" that was released in 2005.
Apart from the Item Number and lack of Assortment number, the other difference is the 2003 version shows a chest shot of the character on the front sticker, whereas the 2005 version shows a full shot of the toy.

Frodo Baggins inherits a seemingly innocent ring from his Uncle Bilbo, and is bequeathed with the ominous task of leaving the Shire to undertake a journey that will take him across Middle-earth. Frodo's quest is to destroy the One Ring before it is found by it's creator, Sauron, the Dark Lord. If the One Ring and it's creator are reunited, Middle-earth will forever be enslaved.
