Toy Biz used what ever card backs were available to get a general fitment and overall look for the package. This particular example is on a French Canadian card and the stand inside the bubble isnt painted. 

Internal tracking numbers used by Toy Biz to track the movement of the prototypes can also been seen on the packaging.
